On the occasion of its final conference (26-27 June 2006, Bristol) the URBACT Young Citizens’ Project has released a best value Toolkit for Youth Participation in Urban Policies. The city of Bristol, lead partner of this project, has offered other European cities an opportunity to address boldly the issue of youth and participation by creating a thematic network on this topic, in the framework of URBACT, a EU-funded exchange programme for cities. 

Bristol is a pioneer in youth participation. Under the South Bristol URBAN II programme young people have been placed at the heart of activities, having the main responsibility for deciding how and where over €10 million of European funding was spent.

The toolkit provides practical advice and recommendations on seven key issues in the organisation and planning of youth participation such as "Credibility of participation processes", "Dealing with Diversity" or "Motivation". Each issue is illustrated by "good practice" examples from the seven cities involved: Bristol, Liverpool, Hetton&Murton (Sunderland and Easington), Belfast, Evosmos (Thessaloniki), Sabadell (Barcelona) and Misterbianco (Catania). The methods of the network consisted of an evaluation of concrete participation policies by young people and peers plus a process of exchange that associated young people in a collective debate on key issues and pragmatic answers.
